Specifications include, but are not limited to: - High-level assessment of MPD organization in the context of a 20-year planning horizon, taking into consideration mission and values; resource composition and levels, deployment, and performance; calls for service; technology; community relations; and performance evaluation. - Assessment of current and projected facility needs, including, at minimum, administration, detectives, patrol, booking/detention, evidence, training facilities, and technology.; - Analysis of alternative ways to meet facility needs including, but not limited to, consideration of comparative effects on delivery of police services, neighborhoods, sustainability, and MPD relationships with other City and external agencies. - Comparative financial analysis of alternatives’ costs including but not limited to site acquisition, buildout, rehabilitation, operations and maintenance, and ancillary costs. - Accessibility analysis.
