Specifications include, but are not limited to: Planning Consultant for Zoning & Subdivision Bylaw Update. The selected consultant(s) will review background information, including the Municipal Plan and Community Survey, Zoning Bylaw, Downtown and Waterfront Master Plan, and Vermont Council on Rural Development Community Visit Report, and will meet with key stakeholders to confirm the scope of work and deliverables. Key stakeholders will include city departments, the Planning Commission, Development Review Board, and City Council. Engagement with advocacy groups for housing, economic vitality, recreation, and environmental stewardship is included in project scope and will occur under the aegis of the Local Project Manager. Broader public engagement will be facilitated through the Planning Commission, and the City Council, whose meetings are open to the public. The selected consultant(s) are expected to periodically attend Planning Commission and City Council meetings. • Review of current bylaw: The selected consultant(s) will review the current bylaw and prepare a memo that identifies that regulatory issues and details strategies for achieving the City’s development and housing goals. • Draft recommended regulatory changes: Following acceptance of the memo by the City Manager, the selected consultant(s) will draft regulatory provisions of the Zoning Bylaw, along with any supporting graphics. While it is understood that the consultant(s) cannot guarantee adoption of the proposed bylaw provisions, all amendments should be “adoption-ready” by following a compatible legal style and format so that the proposed changes may be reviewed by the City’s legal counsel.
