Specifications include, but are not limited to: IOEM seeks to engage a contractor with knowledge of Idaho’s or the surrounding state’s current emergency plans, processes, and stakeholders to assist in the implementation of an emergency housing planning project through the following activities under the direction of IOEM:; Contractor is expected to perform the role of project management; Contractor is expected to identify and implement a social vulnerability assessment; Contractor is expected to convene with stakeholders quarterly; Contractor will retain documents, decisions, and meeting summaries; Contractor will align existing emergency housing plans among cities and counties in the Treasure Valley area; Contractor will craft an emergency housing plan delineating the roles and responsibilities of cities, counties in the Treasure Valley and the State of Idaho. Formatting of this plan shall be the same as plans from previous years. The goals for this project include: Support individuals, households and communities in returning to self-sufficiency as quickly as possible through addressing imminent housing gaps following a disaster; Affirm and fulfill fundamental disaster housing responsibilities and roles for cities, counties in the Treasure Valley, and the state of Idaho; Build capabilities across public / private sectors to provide a broad range of flexible housing options, including sheltering, interim housing and permanent housing; Improve disaster housing planning to better recover from disasters, including catastrophic events within Idaho and the surrounding states.; Final deliverables from the Contractor will include an updated emergency housing plan to include the previously stated information.
