Specifications include, but are not limited to: Assessment of drought vulnerability using qualitative and quantitative methods. ; he vulnerability assessment for the Montana Drought Management Plan will use both qualitative and quantitative data in a hybrid approach to capture the three key components of vulnerability: exposure, sensitivity, and adaptive capacity. Quantitative data will consist of indicator data (e.g., drought frequency, climate records, demographic trends, economic data, existing tools or programs…) and potentially stakeholder survey results. Qualitative data will be collected through stakeholder interviews that specifically target information about sensitivity and adaptive capacity. Interviews will be semi-structured to elicit both quantifiable data and narratives. Data will be combined to calculate component indices and overall vulnerability scores. ; Task 1 Written approach and justification for stakeholder data collection (qualitative and quantitative) Interview and survey questions (as applicable) Task 2 Interview and survey deployment (as applicable; no deliverables) Task 3 Quantitative data (as extracted from interviews and surveys, as applicable) in suitable format Qualitative data and analysis, including interview recordings and transcripts Detailed summary report of vulnerability assessment that integrates quantitative and qualitative components. Quantitative components (summary of analyses and results, data visualizations) will be provided by Silverman, but will need to be integrated into the report. The qualitative component should include a summary of the process (including sufficient methods detail), relevant problems or unanticipated successes, interesting anecdotes, and any other helpful information. Report should be cohesive and suitable for inclusion in the final Plan (in its entirety or sections).
