Specifications include, but are not limited to: A. Evaluation of terms in agreements with current and future solid waste providers, on-demand consulting services, and other contractors; B. Review of current single-stream recycling (“SSR”) processing contracts, to include: i. Evaluation; ii. Financial review; iii. Technical review; iv. Negotiation assistance; v. Audit of current contractors; and vi. Attendance at meetings and conference calls; C. Review of financial models, policy papers, presentations, City Council and Zero Waste Advisory Commission (“ZWAC”) briefings, and any other documentation developed by staff; D. Participation in City Council and ZWAC briefings; E. Comparison of market indexes and/or terms and definitions used in ARR contracts versus industry standards; F. Comprehensive review of cost-of-service methodologies for calculating fees; G. Performance of audits as outlined by contracts and/or suggested as best practices; H. Market research to support ARR’s strategies; I. Assistance with research for and development of new approaches (e.g., education campaigns, incentives, etc.) to increase participation in citywide waste and recycling programs; J. Performance of diversion audits and/or creation of case studies on collected waste materials; K. Assistance with development of new programs or strategies to manage, reduce, and eliminate waste; L. Analysis of electronics recycling, e-waste businesses, remanufacturing processes, and supply chain gaps; M. Development of an action plan to increase waste capture rates and to help ARR establish quantitative targets; N. Guidance on establishment of on-call waste collection services; O. Consultation and research to provide transfer station expertise, to include permitting, citing, and construction; and P. Review of potential additional recyclable material types or categories.
