Specifications include, but are not limited to: 1. Refine and propose the scope, structure, and governance model for the Research Consortium, 2. Develop an implementation strategy for consideration; and 3. Provide limited additional guidance to GEO and State partners on establishing the Research Consortium, as needed. All tasks will be done in consultation with GEO, and partner agencies, including review and input on draft versions of deliverables. GEO seeks the following work on these three tasks toward establishing the Maine Offshore Wind Research Consortium: A. Task 1. Refine and propose the scope, structure and governance model for the Research Consortium 1. Hold kickoff meeting with GEO and state agency partners to agree upon key assumptions; 2. Review the scope, structures and governance models in Maine or other states for advisory bodies coordinated by a State agency and informing multiple state agencies on research strategies; 3. Review scope, structures and governance models of other OSW research consortia (national and international) to determine applicability for the Gulf of Maine; 4. Review proposed Maine Floating Offshore Wind Research Array project, materials, and stakeholder engagement to date; 5. Review Maine Offshore Wind Roadmap materials and stakeholder engagement to date; 6. Based on the information collected above, work with GEO and other State partners to draft a summary of the Research Consortium elements that are clearly defined in LD 1619, with specific areas for input from Gulf of Maine researchers and stakeholders (including priority research questions), develop associated interview and virtual survey questions, develop a list of researchers and stakeholders to interview (approximately 50 – 75 interviews), and identify additional stakeholders for a virtual survey;
