Specifications include, but are not limited to: DLI is seeking a vendor that can conduct a business study of the Workforce Services Division. The purpose of this study is to provide DLI leadership an understanding of the roles and responsibilities of WSD employees, as well as an understanding of the various programs implemented by WSD and how they interact and overlap.; The vendor will provide a report detailing the following: - Identify each employee’s role within WSD, his/her reporting structure, and duties. Duties as described should be compared to duties as laid out in the employee’s formal job description. Descriptions of whom, both within and outside the Division, the employee engages should be included.; - Identify and describe the various programs and initiatives implemented or supported by WSD, including their funding mechanisms, with a particular emphasis on identifying programs that seemingly overlap or work in conflict with one another. The individuals, businesses, schools or other customers served in each program should be highlighted to better understand how programs may overlap.; - Evaluate levels of communication within the Division, with a particular eye on units or employees who are siloed from one another or do not engage each other, despite working on similar or overlapping areas of responsibility.
