Specifications include, but are not limited to: establish an open-end contract for a cloud-based grant database management system for the State Historic Preservation Office. The Program will be used for grant and project management to streamline grant application processes, reduce the amount of paper generated by the department, and save time that would be better used serving constituents. 3.1.1 Grant Management and Project Management Database System 3.1.1.1 Program must be an accessible system that is designed to import and consolidate all historical and current record databases in the framework of the new program. 3.1.1.1.1 The program must be compatible with transferring records from IBM Lotus Approach. 3.1.1.1.2 Department must be able to transfer those records to Microsoft Excel files. 3.1.1.1.3 System shall provide the ability for staff to format forms, applications, and surveys in two (2) separate ways: As an Adobe PDF and another as a Microsoft Excel file that can be imported into program and used in the Cultural Resource GIS system. 3.1.1.1.4 Program must be able to perform mail merges for legislated funds that do not require an application process. ; 3.1.1.2 Program must be safeguarded and have a function to submit financial records securely online. 3.1.1.2.1 The program must perform continuous updates to multiple secured sites. 3.1.1.2.2 The program must be able to resort to an earlier time and date-specified backup in the instance that any catastrophic event occurs to the department, the vendor, program, or the State of West Virginia security and network protocols (i.e., Microsoft Azure). 3.1.1.2.3 The department must receive updates and security patches at regular intervals, so the program and its capabilities are always current.
