Specifications include, but are not limited to: 3.1 Project Planning and Management: 3.1.1 Upon award, the Consultant will meet with Unified Judicial System leadership telephonically or in person in Pierre, South Dakota, so the UJS may provide the Consultant with the expectations of the services to be provided. Outcomes of this meeting will include, but are not limited to: 3.1.1.1 A project timetable and milestones for the basis of the partnership between the UJS, and the Consultant.; 3.1.1.2 An agreement on positions to be included in the market analysis.; 3.2 Development of the Data Gathering Instrument: 3.2.1 The Consultant will develop and deliver a survey instrument for UJS approval. This instrument will gather data for salary analysis. For compensation data, the instrument will be designed to gather sufficient data for positions, as well as estimates of pay ranges in the market.; 3.3 Gathering of Market Data: 3.3.1 The Consultant will gather market data from existing data sources approved by the UJS for the custom survey. To ensure a good representation of data from in-state public and private sector employers, and 5 surrounding states’ judicial branches. The Consultant, upon agreement of the UJS, may augment data from its own database in lieu of not being able to get data from specifically targeted organizations in the custom survey.; 3.4 Analysis of Market Data: 3.4.1 The Consultant will provide lists, tables, and charts to the UJS showing the following: 3.4.1.1 Comparison of the UJS’s salary structures to the market; 3.4.1.2 Comparison of the UJS’s identified positions to the market; 3.4.1.3 The participants of the custom survey as well as organizations surveyed in any other data source used in the study.; 3.4.2 In conjunction with the above, the Consultant will provide commentary on the analysis, including trends in public and private sector salary and benefits practices.
