Specifications include, but are not limited to: A contract with a qualified Architectural and Engineering firm to provide architectural and engineering design services for the State of Vermont Correctional Facility Development Plan and Women’s Correctional and Re-Entry Facilities Conceptual Design. The Correctional Facility Feasibility Study for the State of Vermont was a two-part study completed in May of 2021 by HOK Architects, Inc. Part I included an in-depth analysis of the existing facilitates, reports on their current conditions, and considers their suitability for expansion and modernization. Part II of the study focused on a master planning effort to meet the short- and long-term facility needs of the Vermont Corrections system. Part II proposed a series of options, A through E, for restructuring corrections in Vermont. The key goals of the master planning exercise include the following: • Determine the short- and long-term needs of the Vermont Corrections system. • Consider the best environments for positive outcomes for all stakeholders. • Consider the condition and opportunities for expandability of existing facilities. • Evaluate operational costs, with a focus on staff to inmate ratios. • Consider the size, feasibility, sequencing, and overall cost impacts of any plan. • Create a new, unique facility for women. • Create reentry facilities for men and women. • Support current and future programs for the Department of Corrections (DOC). • Solve and improve code and standard compliance, including American Disabilities Act (ADA) and America Correctional Association Standard (ACA) • Consider operations, county partners, medical needs for inmates, and overall transportation costs.
