Specifications include, but are not limited to: 4.1.1 Plans; 4.1.1.1 Vendor shall submit a completed draft Presumptive Remedy Template, Corrective Action Plan (CAP) or Remedial Action Work Plan (RAWP) in electronic format to TCAU for review, comment, and approval prior to performing field work. A schedule for submitting the draft will be set forth in the Work Directive. WVDEP reserves the right to require use of a WVDEP template to be provided to the vendor for modification to site-specific conditions to reduce costs to the State. (Paid per each); 4.1.1.2 Vendor shall incorporate all comments provided by TCAU and submit a final version of the plan in PDF format at least five (5) workdays prior to beginning field work. In no case shall the Vendor begin field work prior to receiving written approval from TCAU.; 4.1.2 Mobilization and Demobilization: This item shall include transportation of all equipment to and from the work site. Typical items would include but not be limited to an excavator, skid steer, direct push equipment, vehicles, etc. (Paid lump sum per each occurrence).; 4.1.3 Bulk Oxygen Releasing Compound (ORC) (Advanced Powder or equivalent): This item shall include cost of ORC, or equivalent, all shipping and handling cost, and equipment to apply the powder into excavated areas (Paid per pound applied); 4.1.4 Reactivated Carbon: This line item is for Reactivated Carbon with a minimum iodine number of 900 or better for liquid phase and a minimum carbon tetrachloride number of 45 percent by weight or better for gaseous phase. This line item includes the cost of the reactivated carbon, equipment, transportation to and from site, and materials necessary to install the reactivated carbon (Paid per pound applied).; 4.1.5 Spent Carbon Disposal: This line item is for the removal and proper disposal of spent, non-hazardous carbon from an absorber. This line item includes the cost for equipment and materials necessary to remove and transport the spent carbon (Paid per pound).; 4.1.6 ORC Socks (or equivalent): This item shall include ORC socks or equivalent, all equipment, and materials to deploy the socks into monitoring wells and disposal once removed (Paid per each sock); 4.1.7 In-Situ Chemical Oxidation (ISOC): This item shall include all equipment and materials to perform in-situ chemical oxidation injection through direct-push soil borings or established monitoring wells per industry standard of the compound being injected. This also includes obtaining any permits required to inject material into the subsurface (Paid per pound).; 4.1.8 In-Situ Bioremediation: This item shall include all equipment and materials to perform in-situ bioremediation injection through direct-push soil borings or established monitoring wells per industry standard of the compound being injected. This also includes obtaining any permits require to inject material into the subsurface (Paid per pound).; 4.1.9 Enhanced Fluid Recovery (EFR): This item shall include vacuum truck, mobilization, and demobilization of equipment to and from site, at least Level D PPE, PVC manifolds, well stingers, and all other associated equipment/personnel, and including setup, breakdown, and gauging wells. Per day shall be a minimum 8- hour event or approximately 2,000-gallons of liquids, whichever comes first (Paid per day).; 4.1.10 Passive Bioremediation Monitoring: This item shall include all equipment, and materials to perform soil or groundwater sampling to monitor remediation progress (Paid per well).
