Specifications include, but are not limited to: a. Water Audits and Individual Reports A water audit and report for each water system shall be completed as described below. 1. Water Audits The water audit shall be completed for calendar year 2021 using a top-down approach. Version 6 of the AWWA Free Water Audit Software shall be used. To the extent that the manual covers version 6 of the Free Water Audit Software, the fourth edition of the AWWA Manual of Water Supply Practices M36: Water Audits and Loss Control Programs shall be followed. Examination of the water audit inputs per the Water Research Foundation’s Level 1 Water Audit Validation Guidance Manual, Second Edition shall be incorporated into the water audit process.; 2. Individual Reports The report for each water system shall be provided in an electronic format to the water system contact and NHDES and include at least the following: 1. Summary of the methods used to complete the water audit; 2. Recommendations for improving the data grades and data quality; 3. Recommendations for addressing water losses and non-revenue water; b. Meetings At a minimum, the firm shall hold an initial meeting with all systems to provide information about water audits and the project, a final meeting with each system to review the water audit and report, and a wrap-up meeting with all systems to provide the project findings and to facilitate discussions about the systems’ experiences. NHDES staff may be able to assist with providing logistics support for the meeting space and audio/visual equipment for the group meetings if needed. 1. Initial Meeting The firm shall organize and moderate an initial, educational meeting with the water systems. The meeting may be held virtually or in-person. The audience for the meeting shall be all staff involved in collecting and providing data for the water audit and in making decisions based on the water audit results. The firm may propose to hold a group meeting with attendees from all participating systems, to hold several group meetings to accommodate smaller group sizes, or to present the same material at a meeting with each individual system.; The meeting shall include information on at least the following: • The benefits of completing a water audit; • The information needed for a water audit; • A demonstration of the AWWA Free Water Audit Software; 2. Final Meetings with Individual Systems The firm shall hold a meeting with each water system after the water audit and individual report have been completed to discuss the water audit experience and results as well as the recommendations listed in the report. The meeting may be held virtually or in-person.; 3. Wrap-Up Meeting The firm shall organize and moderate a wrap-up meeting with the water systems at the end of the project after every system has received its water audit and report. NHDES prefers this meeting be held in-person; however, a virtual approach may be acceptable if agreed upon with NHDES. The audience for the meeting shall include representatives for all of the water systems. ; c. Compiler and Project Report 1. Compiler After the water audits for all the water systems have been finalized, the water audit data shall be downloaded into version 6 of the AWWA Compiler. The Compiler shall be submitted to NHDES as a Microsoft Excel file.; 2. Project Report After the wrap-up meeting is held with the water systems, a report in an electronic format shall be provided to NHDES that shall include at least the following: 1. Summary of the methods used for completing the water audits; 2. Summary of the overall results and any conclusions for the project; and 3. Recommendations for future water audit initiatives for New Hampshire water systems.
