Specifications include, but are not limited to: 1. The Contractor will utilize in-house personnel for all services detailed herein and not be reliant on outside sub-contractors. The NPD desires to have a single point of contact across all services, ensuring quality, responsiveness, and accountability. Additionally, as noted above, the Contractor must have at least five years of experience providing law enforcement recruitment services.; 2. The Contractor will meet with specified staff members to determine NPD’s recruiting goals, which will then be used to develop a recruiting brand concept.; 3. The Contractor will be responsible for producing imaginative recruiting content specifically centered around the developed brand. This content includes various length recruiting videos and photography to be viewed across digital platforms. All produced content will be the property of the NPD.; 4. The Contractor will design and build an NPD recruitment website that is separate from the existing City of Newark website. The Contractor will host the website (or arrange for hosting) on secure, optimized servers for a period of two years and provide technical support throughout the two years. NPD will own the website and have the ability to modify content.; 5. The Contractor will develop and implement a 12-month online recruiting plan targeting a diverse range of police officer candidates. The Contractor will conduct market research to determine which online platforms and geographical locations will provide optimum candidate exposure.; 6. The Contractor will generate website traffic utilizing search engine optimization and search engine marketing. The Contractor will analyze analytical data and provide performance reports.
