Specifications include, but are not limited to: • Review information from both the University and other sources relevant to the strategic housing plan, particularly information on enrollment trends and projections, student housing occupancy and rate trends, operating budgets, results from previous housing studies or surveys, and other pertinent information. • Conduct a kick off meeting with key stakeholders. Establish a strategic, overarching vision for student housing, broad institutional goals for housing, and available options for delivery, financing, and management both internal to the University and via possible P3 partners. • Meet with representatives, individually or in groups, from relevant departments such as residential life, admissions, facilities, Student Senate, and finance. • Request and evaluate market data provided by the University and conduct market study of the local off campus market, student preferences, and prospective rental rates. This would include analysis of type of accommodations, rate sensitivity, other desirable factors, and the desire for University oversight of operations and policies. • Provide and administer extensive online surveys of existing URI students/parents and surveys of potential high school students/parents. • Tour existing URI housing to understand the current housing options and the Kingston Campus to discover proximate potential building sites. • Investigate the local community for possible proximate off-campus P3 development locations.
