Specifications include, but are not limited to: 1. Data Partnership a. The consultant will be expected to utilize the IBM (fna IBM Watson Health) database to its fullest advantage. Currently there is an on-site analyst who is employed by IBM who pulls the data as requested. If the State should be without someone in this position for an extended period of time, the consultant would be expected to utilize the database to obtain the data needed for analytics, reporting and procurement. Examples of reporting and analytic projects would be: b. Produce customized reports such as incurred claims, site of service steerage, high cost claimants and ad hoc reports. c. Produce dashboards and quarterly key trend reports. d. Analytical capabilities to support overall financial management of the GHIP – trend cost projections, premium rate development and plan design modeling. e. Possible effects of plan design and program changes in medical and prescription drug benefits; f. Strategies for managing trend; g. Savings opportunities for the GHIP and plan participants; h. Opportunities for improved claims and/or financial management of the GHIP; i. Modeling proposed changes in federal and state statutes;
