Specifications include, but are not limited to: The Department of Administration, Alaska Public Offices Commission , is soliciting proposals for qualified professionals to provide legal assistance with the Campaign Limits Advisory Opinion. The offeror must: • Thoroughly understand Thompson v. Hebdon, 7 F.4 th 811 (9th Cir. 2021), and how that decision and U.S. Supreme Court precedent affects the contribution limits being proposed. • Read and analyze a six-page page draft staff advisory opinion, with supporting exhibits, on campaign contribution limits and hear from the public, stakeholders, and other parties at a public meeting, • Provide legal advice on administrative procedures and Open Meetings Act requirements, if called on by the chair, during the public meeting considering the draft advisory opinion. • Provide legal advice and research to the commissioners in executive session on whether the draft staff advisory opinion is consistent with First Amendment requirements, principles of statutory interpretation, including the doctrine of revival, the Commission’s s tatutory authority, and Alaska law; so that the commissioners may decide whether to adopt, reject, or modify the draft staff advisory opinion under AS 15.13.374 and 2 AAC 50.826. • Draft a written order stating the Commission’s final decision on the draft advisory opinion and the rationale for that decision under AS 15.13.374 and 2 AAC 50.826, and, if needed, draft modifications to the advisory opinion. • Send the final order and final advisory opinion to Commission staff for service on the parties and public distribution, after the commissioners have approved the language of the drafts and by the deadline for issuing the decision (ten days after the public meeting).
