Specifications include, but are not limited to: The purpose of this RFI is to better understand any administrative issues and risk concerns the successful bidder(s) may have in underwriting and implementing the program and to seek input based on insurance carriers’ experience in other states to use in building an RFP that will result in a successful, universally available, voluntary FMLI program in Vermont. The State therefore seeks information from insurance carriers with the expertise and ability to launch and manage a FMLI program as described in more detail below. The State is looking to identify, select, and contract with an insurance carrier(s) capable of underwriting, insuring, and administering FMLI for the potential covered populations. Respondents to this RFI are asked to describe their risk and underwriting tolerance and concerns and provide potential solutions for both (a) covering all entities and (b) providing administrative services to the different covered populations, particularly individuals, which is further detailed in the questionnaire. Note that different administrative solutions will be required for employers and individuals. The successful bidder would contract directly with the State of Vermont for its employees(Phase One), and expand, offer, and implement a similar FMLI product for the other covered entities on mutually agreeable terms (Phase Two), and then ultimately individuals (Phase 3). The State is also open to having a competitive marketplace for voluntary FMLI whereby other carriers offer coverage to eligible employers and employees even if those carriers do not cover the State of Vermont employees.
