Specifications include, but are not limited to: OST intends to hire a qualified investment consulting firm to provide the following services. All bidders must be able to provide all the services listed below for the entire term of the contract. Develop and Review OST Investment Strategies: Review and understand the state’s cash flow projections and liquidity requirements, to achieve yield while maintaining safety and liquidity. Cash flow projections and liquidity needs are discussed at the quarterly Cash Pool Investment Advisory Committee meetings; Advise on changing market conditions and regulations, and recommend changes to investment strategies including assessments of risk and yield; Provide continuing guidance on new developments in financial instruments and/or investment products including risk assessment; Advise on risk management issues across all investment classes; Recommend what investments should be managed by OST personnel, if any, and advise on the design and monitoring of internal investment operations
