Specifications include, but are not limited to: 1. Project Kick-off Meeting: After award the Consultant will conduct a virtual meeting with the Regional Geotechnical Engineer (RGE). Plan for the meeting to take a maximum of 2 hours. The purpose of this meeting is to: a. Introduce the RGE with the Consultant’s project manager and the proposed field personnel. b. Discuss the scope of services and provided any required clarification. c. Discuss the Consultants proposed schedule for all field activities and deliverables 2. Exploration and Instrumentation Plan: a. Submit an exploration and instrumentation plan for review and approval. Incorporate the information provided with this RFP and any modifications discussed during Task 1 into the exploration plan. At a minimum include the following: i. A list of all consultant personnel and subcontractors that will be on site and their responsibilities. Include contact information for each person listed. ii. Anticipated daily hours of operations. iii. Proposed drilling equipment. iv. Proposed drilling and sampling methods. v. Proposed subsurface instruments and ADAS, including installation and calibration methods. Detail proposed monument casing and cable installation methods including any pavement removal, concrete sawcutting, conduit installations, etc. vi. Proposed laboratory analysis methods. b. Submit traffic control plans for review. At a minimum include the following: i. The name, qualifications, and contact information for the person overseeing traffic control activities during the geotechnical investigation. ii. A schematic or drawing of proposed traffic control setups including a list of devices that will be used. c. After the exploration plan is submitted conduct a virtual meeting with RGE and DOT&PF staff to discuss review comments and provide any required clarification. d. Revise the exploration and traffic control plan as required and submit the final version to the RGE. 3. Geotechnical Field Investigation a. Complete all field work approved in the exploration plan b. Complete any additional field work that is identified during the field investigation and approved by DOT&PF. c. At the end of each day of field work the consultant’s field lead will conduct a teleconference call with the RGE to provide updates on progress, describe conditions encountered during drilling including notable discoveries or changes in the subsurface conditions, proposed changes to the exploration plan, and any drilling issues. The teleconference is anticipated to take 15 minutes to 30 minutes. d. After the investigation is completed submit draft boring logs to the RGE including photos of samples and a draft list of samples that will be submitted for laboratory analysis with proposed lab tests. e. Submit the approved samples for laboratory analysis. 4. Geotechnical Data Memorandum (GDM). a. Submit a draft GDM to the RGE for review by DOT&PF staff. Allows a minimum of 3 business days for review. An example of the required GDM format is provided as Attachment 5 of this RFP. Prepare boring logs with the provided gINT library and template files included as Attachment 6 of this RFP. Provide all instrumentation cut sheets, calibration data, and manuals as appendices in the GDM. b. After the draft GDM is submitted conduct a virtual meeting the RGE and DOT&PF staff to discuss review comments and provide required clarification. c. Submit the final GDM incorporating review comments from DOT&PF. Include three hard copies, the provided subsurface matrix as an excel spreadsheet, all ArcGIS files, all gINT files, all photos, and all other electronic files used to complete the GDM.
