Specifications include, but are not limited to: a. The goals of Project 1 are to: 1) Reevaluate Delaware’s existing Benchmark Plan to ensure that it complies with Federal and State code and regulations concerning essential health benefits (EHBs), and; 2) Identify new opportunities to modernize plan design to align with emerging health care priorities in Delaware.; To accomplish the first goal, the successful Vendor will analyze Delaware’s existing EHB-Benchmark plan in accordance with applicable EHB-Benchmark plan selection criteria, and make any recommendations, if needed, to enhance or reconcile State law with Federal EHB requirements; b. The successful Vendor will approach this study along the following three lines of inquiry: 1) Are required services covered by the current benchmark plan? This line of inquiry would include a literature review, an actuarial abstract of benefit plan design to enable a comparison of key components of the plan in a comparable format, and a comparison of the Benchmark Plan to a list of evidence-based services to determine if and how the services are covered.;
