Specifications include, but are not limited to: On behalf of the City of Adak, Alaska, The State of Alaska, Department of Environmental Conservation, Village Safe Water Program (department) is soliciting a Request for Proposals (RFP) for a contractor to design Wastewater Improvements. This will include the design of a new Wastewater Treatment Plant, lift station upgrades, and aerated sewage lagoon. The preferred alternative based on the 2019 Preliminary Engineering Report (PER) is an aerated sewage lagoon system. A recommended aerated lagoon process for Adak is: • Prescreening through a manual cell. • Cell 1 – Partial mix aeration cell. • Cell 2 – Partial mix aeration cell. • Cell 3 – (former oxidation ditch) – settling/polishing. • Inactive clarifier – convert to an emergency chlorination basin. • Inactive chlorine contact chamber – convert to an emergency dichlorination basin. • Discharge through existing outfall.
