Specifications include, but are not limited to: 3.1 Research and Development Research will be conducted to develop and build a web-based module where a customer answers a short list of questions and is matched with programs and services from DLR and our partners. This will require an intricate network of eligibility requirements in the background that link to questions on the customer facing part of the module. The answers to the questions will then determine potential eligibility for programs, services, training, and possible partner program referrals. 3.2 Web Module Development A. The Virtual Workforce Program/Service Recommender will assist DLR in implementing a One Stop Workforce System throughout the Workforce Innovation and Opportunity Act (WIOA) partner programs. This recommender will be a web-based module that allows a customer to answer a short list of eligibility questions to be matched with DLR and other WIOA partner programs and services they may be eligible to receive. The questions will be intuitive to adjust based on previous questions answered and how they relate to the program specifications. In addition to eligibility questions, the system should also screen for the customer’s needs and connect them to appropriate services based on the programs they are eligible for.
