Specifications include, but are not limited to: The goal of this program is to provide financial assistance to low-income Vermonters for the proper diagnosis and repair of vehicles failing the emissions test component (On-Board Diagnostic, or OBD) of the annual Vermont vehicle inspection. Once emissions repairs are made, the vehicle must pass the OBD emissions test. Minimum program eligibility requirements include: • The funding assistance is limited to Vermont residents that meet the income qualifications which are the same as Vermont’s Low Income Home Energy Assistance Program (LIHEAP) eligibility through the State’s Economic Services Division within the Department for Children and Families (185% of the Federal Poverty Level).; • The vehicle must be registered in Vermont and to the applicant.; • The vehicle must pass the safety test and have failed the emissions test of the annual inspection.; • The vehicle must not fail the emissions test due to readiness or for having a tampered emissions control system.; • Eligible vehicle repairs must not be covered under warranty
