Specifications include, but are not limited to: 4.2.1.1 Under the direction of the WVDED, Vendor will provide professional level services for the development of a grant application and the management and administration of services to help obtain the EDA ARP A BBB RC competitive grant and/or other federal and state economic development grants.; 4.2.1.2 Under the direction of the WVDED, vendor will, at a minimum, provide insights on a collaborative economic development plan focused on the growth and development of West Virginia's advanced manufacturing sector for the BBB RC and all EDA progran1s; help identify three to eight component projects that will optimally accomplish the goals of the plan; and produce a roadmap that will guide implementation of the plan.; 4.2.1.3 Vendor will work with the WVDED to develop a comprehensive economic development site certification plan. Vendor will help implement plans and projects to certify sites throughout West Virginia.; 4.2.1.4 Vendor will develop and produce all written forms, documentation, project management, data management and tracking tools necessary to accurately collect and manage data for effective reporting and record keeping and will suppo11 WVDED staff in grant application, grant fund; 4.2.1.5 Vendor will develop systems to ensure that Grantees comply with all applicable Federal and State laws and regulations regarding procurement.; 4.2.1.6 Vendor will assist the WVDED with all required state or federal repo11s via online systems and/or written reports and may be asked to monitor grant expenditures. Final reports shall include perfo1mance measures and review of final expenditures.; 4.2.1.7 Vendor will research existing public and private sector federal and state grant possibilities and provide recommendations on maximizing federal funding and grants that may assist the WVDED's mission of expanding economic development opportunities throughout West Virginia.; 4.2.1.8 Vendor will provide guidance and technical assistance to ensure that projects comply with the requirements specified by the USED A, U.S. Treasury, Department of Commerce and all applicable state and federal requirements.; 4.2.1.9 Under the direction of the WVDED, work collaboratively with state and federal agencies, local governments, and other stakeholders to develop resources, reports, policies, and procedures that contribute to and encourage economic development throughout the state.; 4.2.1.10 Vendor will produce reports, on an annual basis or upon request of the WVDED to document all findings and conclusions and assist the WVDED in the development of a professionally prepared annual report in accordance with West Virginia Code.
