Specifications include, but are not limited to: Boise State is seeking a qualified vendor to provide mobile payment processing for its end users utilizing one of the 128 dedicated parking spaces in and around its Boise campus. The system must have 4G capability with a clear path to support a 5G upgrade. The supplier will need to be PCI compliant providing a secure commercial ecosystem which will protect Bose State and customer transaction IP. Software and hardware security measures must be detailed and offer confidentiality and extensive protection of the end-users information. Vendors must be able to securely integrate with JP Morgan Chase for all credit card processing, and allow the end-users (via mobile phone, website, or 1-800 phone number) to pay for parking during the active fee hours. Payment methods should include AMEX, Visa, Discover, and Mastercard. The payment processor system is to be designed to replace physical Meters (not kiosks). The user interface must be user-friendly, easy to use, and robust for the customer base utilizing QR codes or be enabled via web-link accessibility. The system will support pay per transaction using a mobile wallet (paypal, apple pay etc.- gateway side). The system should be able to be paid by mobile phone and have the ability to support pay by web option. The system would be integrated with LPR (License Plate Recognition). The system will have the ability to send push notifications to the end-user for upcoming time expirations. Costs will be built-in and priced per zone with the fee schedule uploaded. Boise State will have special event promotion codes to allow for prepaid parking at special events. Temporary rate overrides are necessary to accept payment at event rates easily and efficiently. Flexibility to change rates at Boise State’s discretion as needed for varying time periods. Customizable signage to be allowed that is brand appropriate. Integration with an E-vehicle ChargePoint system is preferred. The system will need to integrate with multiple software systems and handheld companies that Boise State utilizes.
