Specifications include, but are not limited to: The Office of the Public Advocate (Department) is seeking consulting services concerning revenue requirement and cost of service for two separate gas rate cases expected to be filed with the Maine Public Utilities Commission by Summit Natural Gas of Maine, Inc., (Summit) early in 2022 and later by Maine Natural Gas Corporation (MNG) (including a cost of service analysis in 2022), as defined in this Request for Proposal (RFP) document. These services will include, but not be limited to, providing advice and assisting in litigation in proceedings on Summit and MNG’s anticipated filings and requests for increases to each company’s rates attributable to revenue requirement as related to the cost of service. This RFP does not include assistance with determining the appropriate rate of return. This document provides instructions for submitting proposals, the procedure and criteria by which the awarded Bidder will be selected, and the contractual terms which will govern the relationship between the State of Maine (State) and the awarded Bidder.
