Specifications include, but are not limited to: The Vermont Department of Health Emergency Medical Services (EMS) Program is requesting the operation, maintenance, and support of a comprehensive electronic patient care reporting (ePCR) system for collecting, storing, analyzing, and transferring patient care data collected and documented by Emergency Medical Services providers. The desired solution is a configurable near real-time system which allows EMS to input, store, transmit, and analyze prehospital incidents and data. The solution will ensure the availability of timely, reliable, and Nationally Standardized EMS Information System compliant data that is critical to Vermont’s EMS system and the Vermont Department of Health’s ability to oversee prehospital data as required by Vermont EMS Rule 16.0 – 16.5. The National EMS Information System current version 3.4 will serve as the initial benchmark for the EMS ePCR system sought through this RFP. The vendor should have a plan to move to National Emergency Medical Services Information System (NEMSIS) version 3.5 by the end of the calendar year of 2022, and a plan to submit NEMSIS version 3.5 data starting January 1, 2023. EMS reporting serves several important functions, including legal documentation, quality improvement initiatives, billing, and evaluation of individual and agency performance measures.
