Specifications include, but are not limited to: Qualified firms to appraise the fee simple title and the sand and gravel resources of 80-acres of Borough-owned parcel, Tax ID 17N02W02C003, legally described as the SW1/4SW1/4, NW1/4SW1/4, Section 2, Township 17 North, Range 2 West, Seward Meridian. A. The appraiser is to appraise the property using detailed sales comparison for the market value of the land as if there is no sand or gravel resources or potential for sand or gravel (extraordinary assumption). The market value derived from the report will be used for the Borough to establish lease rates in connection with a mining operation. B. The appraiser is to appraise the sand and gravel resources “in place royalty rates” of the various materials identified in the geotechnical analysis report. Furthermore, the appraiser shall: 1. Conduct a survey of competitive properties and establish competitive rates by determining the general supply and demand situation of the market for the gravel resources to be manufactured on the subject property. 2. Conduct a survey of the transportation costs for rail and trucking from the site within the Borough and Anchorage market. 3. An inventory of gravel sales and reserves at competing properties shall be established. C. Establish the Highest and Best Use of the property in the before and after condition.
