Specifications include, but are not limited to: 1. Bidders shall clearly describe their proposed approach to meet the goals and objectives set forth by LD 786: to engage in Statewide hunger relief services, including, but not limited to, the purchase of food from Maine Food Producers and processors [and] to provide grants to Local Hunger Relief Programs. In order to do so, Bidder shall describe their plan to: a. Implement and/or facilitate Hunger Relief Services Statewide, including: i. Providing details on how they will maximize geographic reach and impact of the relief work throughout the State; ii. Describing methods and strategies for reaching as many food-insecure Mainers as possible, including non-traditional and new Mainers.; b. Work with hunger relief partners and how they will pursue opportunities to collaborate with such partners, including whether through implementing sub-awards.; c. Procure food from Maine Food Producers. Bidders shall outline how they will conduct outreach to find, retain, and contract with Maine Food Producers of varying sizes, production practices, races, ethnicities, and backgrounds.; d. Establish metrics and report accurately on the use of grant funds and the efficacy of the program.; 1. The awarded Bidder shall file an annual report with the Department by December 30, 2022, and December 30, 2023. The reports must include information including, but not limited to: a. Detailed budget report; b. Number of food insecure individuals/households served and in what geographic region; c. Number of farms/food producers included in the work, and relevant details, including but not limited to location, size, production type, and type(s) of products procured; d. Feedback from participating farmers/food producers regarding program experience. At a minimum, feedback should be captured through a survey process; e. Quantities of food procured through the program; f. Details of educational and other services provided; g. Analysis of impact of funded projects, including justification for metrics utilized; and h. Reports from sub-awardees, utilizing similar metrics as those listed above, as applicable.
