Specifications include, but are not limited to: (II) Services to be Performed: A. The Contractor must provide Family Preservation Services (FPS) that adhere to the following philosophies of service which include ensuring: 1. Family systems theory, strength-based, family-centered practice standards; family dynamics; and shared parenting and treatment philosophies of family-centered services are followed.; 2. Attachment and loss are addressed.; 3. The varied dynamics of families challenged with children and youth diagnosed with Severe Emotional Disturbance (SED) are understood and addressed.; 4. Services are Trauma Informed; Trust-Based Relational Intervention (TBRI) resources/interventions are utilized in working with families.; 5. Services are provided by individuals with the ability and willingness to relate to varied cultural, racial, ethnic, religious backgrounds; socio-economic status and lifestyles.; 6. A role as part of the professional team is maintained while supporting a collaborative, working relationship with the Department’s referring - social worker, supporting community agencies and caregiver networks throughout the delivery of the service to ensure a timely and comprehensive service is completed.; (III) Service Delivery Approach: A. The Contractor must ensure that: 1. FPS is provided in the family home, resource family home or other setting approved by the Department and mutually agreed upon by the family, while ensuring services are conducive to accommodating the needs of referred families at times convenient for the families, including during weekdays, weekends and evening hours.; 2. Services are provided - in the Department’s Regions 1 and 2.; 3. Families are served as a unit.; 4. The needs of children and caregivers are identified and addressed, increasing the potential of families to successfully engage in interventions that assist them in managing and stabilizing a child’s behavior.; 5. Services are provided or arranged for Spanish-speaking families and to accommodate individuals with special needs and or disabilities. The Department will provide translation services for languages other than Spanish. Such situations may require collaboration with the Department’s referring clinician or social worker.; 6. FPS is accessible to referred families by telephone or text message twenty-four (24) hours per day, seven (7) days per week for emergencies.
