Specifications include, but are not limited to: 2.4.1 The drop box should be a permanent fixture that can be secured in place to prevent removal or tampering. Statute requires that the drop box be affixed to a foundation or other immovable object such that it cannot be removed without being tampered with. See 17 V.S.A. § 2543a(d)(1). 2.4.2 The ballot drop box should be made of a sturdy, durable, rust-resistant alloy/metal that can withstand harsh outdoor elements without corrosion and shall be fire resistant. 2.4.3 The ballot drop box must be snow-proof for up to several feet of snow for an extended period. 2.4.4 Drop box construction must ensure that ballots cannot be tampered with while in the drop box, nor removed by anyone other than authorized users. 2.4.5 The opening slot should be large enough to deposit ballot envelopes and designed to keep anyone from pouring liquid into the drop box, or for rainwater to seep into it. 2.4.6 The drop box must have a “closed” option so ballots cannot be deposited after ballot acceptance deadlines. See 17 V.S.A. § 2543a(d)(4). 2.4.7 The drop box must have a robust locking mechanism for the ballot storage compartment and preferably also on the ballot drop slot. 2.4.8 Drop boxes should be easily recognizable by voters. The drop box should have decals or other permanent fixtures that label the drop box.
