Specifications include, but are not limited to: 2.1.1 The Consultant shall conduct Procurement and Compliance (Administrative) Reviews for the State, in accordance with the provisions and requirements stated herein. 2.1.2 The Consultant shall either provide the services directly or shall provide person/ personnel who must comply with the requirements stated herein. Therefore, references to “the Consultant” throughout this document shall also be deemed to include the person/ personnel provided by the Consultant. 2.1.3 The Consultant shall perform all services to the sole satisfaction of the State. 2.1.4 The Consultant shall conduct the United State Department of Agriculture (USDA) Child Nutrition Program Compliance Reviews in accordance with the current regulation, USDA’s Administrative Review manuals, tools, relevant USDA FNS guidance memos, and review documents.
