Specifications include, but are not limited to: Task A. Review Program Documents and Interview Program Staff The selected Bidder shall review relevant program documents and conduct interviews with MCC staff to gather detailed information about the program’s operations and the broader context in which it operates, existing data collection activities and instruments, and potential extant data sources. Task B. Solidify Impact Evaluation Plan Based on the findings from Task A, the selected Bidder will finalize a plan for the evaluation that will detail the design of the impact evaluation by April 2022. The selected Bidder is expected to use, at a minimum, a quasi-experimental design with matched comparison group. The evaluation plan shall meet AmeriCorps standards and include: Introductory Sections and Program Description Theory of Change Scope of Evaluation Evaluation Outcome(s) of Interest Research Question(s) Evaluation Design Evaluation Type Control Group Formation Sampling Methods Sample Selection
