Specifications include, but are not limited to: The position is focused on federal grant compliance, community outreach, and development. Responsibilities shall include, but not be limited to, the following: Representation of CDBG and the City of Hot Springs at formal and informal neighborhood events and meetings throughout the year so as to continuously support citizen participation and involvement. Representation of CDBG objectives and plans amongst organizations, associations, committees, Continuum of Care Program, area planning, and development agencies, and media outlets. Interpretation and application of federal regulations affecting the CDBG program. Preparation of Consolidated Plans, Annual Action Plans, Amendments, and Consolidated Annual Performance Evaluation Reports (CAPER). Serve as the City’s liaison to the federal Department of Housing and Urban Development (HUD). Preparation for and participation in HUD monitoring. Completion of Environmental Review Records and related agency consultations. Development and maintenance of policies and procedures to guide the City’s CDBG programs and operations. Maintenance of HUD Integrated Disbursement and Information System (IDIS) data. Financial management includes budgeting, expenditure tracking, spend down planning, and reconciliation of accounts with IDIS and City Finance staff. Sub recipient, contractor, and City department technical assistance and monitoring for compliance with federal regulations including 2 CFR 200, Section 3, and Davis-Bacon. Preparation of legal notices, press releases, City Board action requests, quotes, bids, contracts, and grant agreements.
