Specifications include, but are not limited to: • Follow guidance and recommendations provided by the National Incident Management System (NIMS), CPG 101 version 2, and be consistent with Emergency Support Function (ESF) #8 of the National Response Framework for Public Health and Medical Services. • Provide a framework to facilitate the management of organized, successful responses to mass fatality and casualty incidents affecting Ada County. • Address and include legal standards, authorities, and best practice guidelines as highlighted by the National Association of Medical Examiners and the International Association of Coroners and Medical Examiners in the MFMP, and the Ada County Paramedics and the Ada City-County Emergency Services System (ACCESS) in the MCMP. • Be functional for all types of mass fatality and casualty incidents and cover the geographic area of each of the cities as well as unincorporated Ada County, and be applicable to support response in other counties in Idaho. • Utilize lessons learned from documented mass fatality and casualty incidents, after-action reports (AARs), exercises and workshops, as well as utilize verified information collected through research. • The MFMP and MCMP must integrate with each other, while also interfacing with the County Emergency Operations Plan and other relevant response plans at the County, local, state, and/or regional level to ensure a coordinated, scalable, and proportional response as dictated by the size of the incident.
