Specifications include, but are not limited to: A qualified team to conduct a comprehensive analysis, feasibility study, and conceptual design for the potential re-alignment of freight rail traffic through the core of Indianapolis. The plan must include an evaluation of current conflicts between rail use and the public use within City limits, and provide recommendation(s) for mitigation of these conflicts. Study elements include… - Alternatives of options/alignments - Required infrastructure upgrades, such as bridges, trails, utilities, and other intersecting infrastructure; - Potential requirements for additional track/reconfiguration of junctions; - Considerations of all freight rail carriers and local freight movements - Consideration of existing and potential future passenger rail services to Downtown Indianapolis; - Consideration of potential environmental attributes of new investments, as outlined in the National Environmental Policy Act (NEPA), to vulnerable populations and recommendations for mitigations to be included in said new investments.
