Specifications include, but are not limited to: Determine programs/projects to be evaluated. Document purpose and use of evaluation. o Propose how to connect spending to outcomes. Define program/project effectiveness. o Identify targeted outcomes. o Document current metrics used in programming already in place. o Define real-time metrics. o Align to Treasury guidelines on reporting outcomes and evaluation. Determine evaluation methodology by program/project. o Evaluate potential methodologies and select appropriate method by program/project. Specify timeline of evaluation deliverables/milestones by program/project. Create data collection and reporting framework for each program/project evaluation. o Utilize U.S. Department of the Treasury reporting. o Utilize Subrecipient reporting. Plan for dissemination of results. o Public education on programs/projects. o Council presentations on programs/projects. o Media interviews on program/project effectiveness. o Other stakeholder reports, as necessary. Close out evaluation and hand-off any remaining duties to appropriate department.
