Specifications include, but are not limited to: 1. Produce a research proposal detailing the final approach to the alignment study and to include an itemized breakdown of additional statistical analyses to address linkage between the standards and indicators 13 and 14 of the State Performance Plan (SPP) / Annual Performance Report (APR). 2. Demonstrate alignment to the Workforce Innovation and Opportunity Act (WIOA) which can be included in #1 above. 3. Provide a mechanism to judge the alignment of various subset of items in the shared item bank used by each state in the Alt MOU item sharing collaborative. a. Bidders should propose efficient mechanisms for evaluating the breadth and balance of coverage for the VTAA blueprints in each content assessed. 4. Conduct a stakeholder-based evaluation of the alignment of the items to the VTAA standards for ELA, MA, and Science which includes: a. Analysis of collected stakeholder ratings of item alignment between items found in the item bank and the VTAA Essence Statements, and b. Provide Vermont AOE with measures of the assessments’ categorical occurrence, depth of knowledge consistency, range of knowledge correspondence, and balance of representation within the item pool.
