Specifications include, but are not limited to: The Texas General Land Office (“GLO”) Community Development and Revitalization (“CDR”) division seeks proposals for a qualified firm to conduct research, analyze data, prepare correlating reports, and develop education materials (the “Project” or the “Resilient Housing Study”) to evaluate housing rehabilitation, reconstruction, and new construction activities conducted through Community Development Block Grant for Disaster Recovery (“CDBG-DR”) recovery programs across federally funded disasters. The Project shall examine data, if available, from Texas and peer states for recent disasters including, but not limited to, Hurricanes Ike, Rita, Dolly, and Harvey and severe storms and flooding occurring in 2015 and 2016. The selected Provider shall research, analyze data, and prepare reports that specifically examine, at a minimum, funding distribution, construction specifications, design standards, and communication strategies within Texas and across peer states to determine the ways in which CDBG-DR programs and activities have changed over time. ; 1. A geographic and socioeconomic spatial analysis examining the distribution of CDBG-DR funding for housing programs across various recent disasters impacting Texas. 2. An analysis of the construction standards mandated by the GLO across various CDBG-DR programs implemented in response to previous disasters that impacted Texas. 3. An analysis of the construction standards mandated by peer states across CDBG-DR programs similar to those conducted in Texas. 4. A cost-benefit analysis analyzing the physical, economic, and environmental characteristics across disaster allocations and program activities. 5. A community educational outreach plan that outlines strategies to educate beneficiaries of GLO programs on resilient home maintenance and mitigation strategies to implement on their property.
