Specifications include, but are not limited to: Plan and facilitate one full-scale statewide emergency exercise to include six (6) regional emergency operation centers and the state emergency operations center consistent with Homeland Security Exercise and Evaluation Program (HSEEP) standards. The statewide exercise is to include testing at minimum, three (3) Core Capabilities to include, but not limited to: • Operational Communications • Operational Coordination • Public Information and Warning The contactor shall utilize HSEEP guidance to develop and deliver the exercise and provide the following exercise documentation: • Exercise Plan (EXPLAN) • Master Scenario Events List (MSEL) • After Action Report-Improvement Plan (AAR-IP) • Sign in rosters
