Specifications include, but are not limited to: B. Location (geographic) These services may be on a countywide or statewide basis. Bidders are encouraged to provide services in multiple or all three counties statewide. If the Bidder’s services will not be provided statewide, then it must specify which county will be served (Kent, New Castle, or Sussex). Bidders must indicate which counties they intend and commit to providing services as part of the technical response. Bidders should have at least one location in the state but must have the ability to serve this population in a face-to-face setting countywide or statewide. Bidders should demonstrate an understanding of the health needs of the communities they serve. They are encouraged to address health disparities and enhance health and racial equity by providing effective, equitable, understandable, and respectful services, which are responsive to diverse cultural health beliefs and practices, preferred languages, levels of health literacy, and other communication needs. Overall approaches may include initiatives that: 1) develop new partnerships to expand resources and improve readiness to address behavioral health disparities; 2) direct recovery resources and SUD treatment services to populations and communities with limited access to services and/or who experience worse behavioral health outcomes; 3) engage populations experiencing behavioral health disparities in community prevention planning efforts; and 4) tailor outreach, engagement and prevention strategies for beneficiaries from diverse cultures.
