Specifications include, but are not limited to: Pursuant to Senate Bill 128 (“SB128”) of the 81st regular Legislative Session, the Nevada State Treasurer’s Office has been tasked with hiring a qualified vendor(s) to conduct a comprehensive study concerning the effectiveness of publicly funded higher education scholarships and grants. The study must include, but not be limited to, the review and analysis of the following programs: The Governor Guinn Millennium Scholarship Program The Nevada Promise Scholarship Program; and The Silver State Opportunity Grant Program. The selected vendor(s) will also be tasked with the study and analysis of any other Statewide grants and scholarship awards for higher education, including, but not limited to, institution-specific scholarship and grant programs available to students pursuing a higher education and for which are funded in part or in whole, by public dollars. Pursuant to SB128, the study must include: (a) A comprehensive review of student outcomes for scholarship and grant recipients, including, without limitation, the graduation rates and drop-out rates of scholarship and grant recipients. (b) A comprehensive evaluation of the manner in which each scholarship or grant program is administered, including, without limitation: (1) The administrative costs of each scholarship or grant program. (2) The process for applying for and awarding a scholarship or grant; and (3) The process for accessing the money received from a scholarship or grant
