Specifications include, but are not limited to: A.Needs assessment to identify gaps and opportunities to coordinate across systems of care which will include a focus on increasing health equity across the population (mental health, substance use, and developmental disabilities; children, youth, families, adults, and elders) and with community-based organizations and law enforcement to ensure an effective, coordinated crisis continuum of care for Vermonters. B.Stakeholder engagement that is broad based, tailored to local communities, and is accessible to people with disabilities. The State is seeking an engagement plan which includes various modalities and is designed to reach disparately impacted populations such as LGBTQ, BIPOC, refugee, immigrant, and other communities. C.Implementation and benefit design planning addressing gaps identified in the needs assessment in alignment with feedback received from stakeholders that features a menu of options for implementation based on benefit scope and cost, including development/identification of assessment tools and protocols as necessary.
