Specifications include, but are not limited to: Specific instructions for the Bidder to provide a narrative response to the Scope of Services may be found in Part IV, Section III, 1, Services to be Provided. Evaluation of Family First Prevention Services (FFPS) Develop and implement a Department-approved five (5) year outcome evaluation plan of Department-identified FFPS in alignment with the OCFS FFPS Evaluation Plan (Appendix I), including: The type of FFPS, including Evidence-based Practices, being provided to the child/family; The cost and duration of services; The placement status of the child twelve (12) months after the start of the prevention plan start date; Re-entry into foster care within two (2) years from the prevention plan start date; Pregnant and/or parenting youth; Demographics pertinent to Maine populations being served; and Fidelity and outcome measure data on the implementation and effectiveness of services. Incorporate the Department’s FFPSA Logic Model (Appendix H) into the evaluation planning process. Collaborate and coordinate with existing evaluation services vendors that may be in place as a result of other Department initiatives overlapping FFPS. General Requirements Ensure administrative staff are available to the Department during business hours, Monday through Friday, 8:00 a.m. to 5:00 p.m., local time excluding State holidays and administrative closings. Provide technical assistance to Department staff and its stakeholders. Reply to all requests for technical assistance within two (2) business days. Meet with the Department monthly, as mutually agreed upon, to discuss: Contract management; Administration; and Specific evaluation deliverables. Provide data analysis, information extraction, and/or information findings upon Department request. Communication Communicate via telephone, email, at in-person meetings, and any other mutually agreed-upon format related to Evaluation Services. Respond to the Department within two (2) business days. Ensure the Department is included in all communications related to the Evaluation Services including but not limited to: Other Department contracted individuals or organizations; Community stakeholders; or Other related parties.
