Specifications include, but are not limited to: Task 1 –Landfill Gas Collection, Design, Construction, Operation, and Reuse Consultant shall provide services to help MSB operate the GCCS and troubleshoot any problems that impede optimal gas flow and quality, to plan and design collection expansion both during waste filling and at cell closure, to administer and document construction, and to complete associated regulator communication. The 2020 Plan evaluated options for landfill gas reuse including leachate evaporation and electric generation. Consultant shall assist MSB in further evaluating the feasibility of these options, meeting with utility and end-user stakeholders, and support any follow-on work. Designs shall include standard drawings and details provided to the MSB. Task 2 – Landfill Leachate Management Consultant shall provide assistance to MSB in leachate management after collection from the Landfill including pond storage and maintenance, pumping systems, treatment options, and compliance with discharge to the Anchorage Water and Wastewater Utility (AWWU). The 2020 Plan recommended that MSB implement leachate recirculation to treat leachate and reduce long term Landfill liability. Consultant will design, administer construction and assist MSB in operation of leachate recirculation systems consistent with Alaska Department of Environmental Conservation (ADEC) rules and regulations and within the RD&D permit currently in review at ADEC. Designs shall include standard drawings and details provided to the MSB. Task 3- Landfill Cell Support Cell 4 is anticipated to last approximately 10 years or approximately until 2032. Cell 4 will require ongoing support for slope consistency ensuring that all permit requirements are met as it is filled. Cell 5 construction area will need to be cleared and mined to minimize construction costs. Design floor elevations, established in the 2020 Plan, will be required to determine excavation limits. The consultant will provide geotechnical exploration plan, mining and construction schedule, excavation elevations and material to be used in the new landfill so that design and construction costs will be minimized. Task 4 - Cell 2B and 3 Closure Cells 2B and 3 will also require closure in conjunction with a gas extraction plan (Task 1). The Consultant will be required to design the cap for cell 3, design the vertical gas wells and collection piping that will connect to the existing GCCS. Consultant will provide design, construction and operation support. Designs shall include standard drawings and details provided to the MSB. Task 5 – General Landfill and MSB Solid Waste Program Support The work for this subtask shall include general assistance on Landfill best practices, assistance during bidding, including attendance during pre-bid meeting(s) and providing responses to questions from prospective bidders, and other as needed on-call services for operation of the solid waste program. As outlined in the 2020 Development Plan, Cell 4 will require specific fill planning to establish construction boundaries for Cell 5. The Consultant shall provide MSB fill planning guidance for Cell 4, including layout of leachate recirculation and gas collection systems during development.
