Specifications include, but are not limited to: The Family Network seeks to ensure that families are catalysts for transforming the mental health and related systems in the state and community by strengthening coalitions among family organizations and between family members and service providers and recognizing that family members can be effective change agents. The successful offeror shall create and maintain a Family Network council as a mechanism for families to participate in state and local mental health services planning, behavioral health services planning, and policy development. The council shall meet quarterly, at a minimum. The successful offeror shall, at a minimum, provide monthly public communication via social media, traditional news medium, or other similar media with the goal of decreasing stigma related to mental illness and connecting individuals to services
