Specifications include, but are not limited to: Task 1 - Perform facility assessment and training. A list of prioritized facilities for technical assistance shall be developed in collaboration with NDEP’s contract coordinator and BWPC’s Technical, Compliance and Enforcement staff. The facilities will be selected based on a priority ranking system developed by the vendor and approved by NDEP. The key indicators in this ranking shall include operational deficiencies, management concerns, and permit compliance issues. A minimum of 8 different facilities shall be assisted per quarter including at least one large-capacity, commercial septic system. Additional assistance may be required at BWPC’s discretion. A thorough inspection of each facility shall be performed. Prior to the site visit, the Circuit Rider will contact the operator to schedule the site inspection. A template shall be developed to guide the inspection and record observations. The template shall be submitted to NDEP for review and approval prior to its implementation. The Circuit Rider shall review the previous eight quarters of Discharge Monitoring Reports (DMRs) to see whether the facility is meeting the limits outlined in the Discharge Permit. The Circuit Rider will review the Operations and Maintenance (O&M) Manual for the facility prior to the site inspection to familiarize the Circuit Rider with the system and areas that may need more attention
