Specifications include, but are not limited to: 4.1. Provide design prime and subconsultant services, which generally include the following as a minimum: • Topographic design survey and right-of-way mapping, civil engineering design and alternatives analysis, geotechnical evaluation and pavement design, landscape architecture, electrical design, utility design, and structural engineering design • Kickoff Meeting with City • Field visits • Scheduling and Cost Development Meeting • Develop and obtain all permits • Coordinate relocation and adjustment of partnering agency utilities • Assist City with public outreach and updates to various Boards and Committees including potential design alternatives • Alternatives analysis and further development of design concepts • The City is also performing the following preliminary services for this project, under separate scopes of work and should not be included: o (1) Traffic Volume Data Collection and Operational Analysis for vehicular, bicycle, and pedestrian data collection and level of service (LOS) operational analysis; o (2) Conduct environmental and planning tasks to scope and streamline the future NEPA actions and processes; and o (3) Public Outreach Support including development of presentation materials, planning-level concept graphics, and miscellaneous public outreach support to Carson City during planning phases of the project. The results and deliverables resulting from external scopes of work will feed into this Contract and help determine the appropriate design concepts and alternatives used to move forward with in design. 4.2. Design Phase2: Develop a comprehensive set of technical documents that will be used for bidding, permitting and construction purposes including: • Monthly update meetings through the design phase • Project specifications • Plans and details for civil, transportation, structural, electrical, stormwater, wastewater, water, geotechnical, landscape, irrigation, and any other needed associated design subcategories • Development of plans and specifications for review and approval at 30%, 60%, 90% and 100% • Estimate of probable cost at 30%, 60%, 90% and 100% • Submit and respond to review comments by all appropriate regulatory agencies including but not limited to NDEP-BSDW and Carson City Building Department (if applicable) • Participation of value engineering reviews at appropriate design milestones • Bid-ability/Constructability review at appropriate design milestones • Preparation of project exhibits, illustrative plans, and flyover video (if needed) depicting project improvements for public meetings and public outreach 2 The City may break the design phase into two separate contracts: Preliminary Design (Pre-design and preliminary design services to 15%) and Final Design (15% to Final) 4.3. Bidding Phase: Coordinate with and assist Carson City on the following: • Preparation of Construction Documents • Prepare Addenda as required • Assist with pre-bid conference
