Specifications include, but are not limited to: 2. GENERAL SPECIFICATIONS: The State is requesting proposals for Technical Assistance Services for the Vermont Pay for Phosphorus (VPFP) Program. Contracts will support technical assistance to producers enrolled in the Vermont Pay for Phosphorus (VPFP) Program, including assistance with entry of farm management data into the Farm Phosphorus Reduction Planner program (FarmPREP), record-keeping and data upkeep in FarmPREP, and infield and record verification of field-by-field management. See Section D (SCOPE OF SERVICES) below for a complete description of the range of services being sought. The VPFP Program will use an innovative ‘pay-for-performance’ approach to compensate farmers for voluntary and verified phosphorus load reductions in agricultural crop fields that exceed phosphorus reductions set by state and federal standards on a farm-by-farm basis. This new program will build on the existing agricultural water quality clean-up framework and will accelerate the pace of implementation and clean water work occurring with farmers, partners, and the State.
