Specifications include, but are not limited to: The awarded vendor will implement, at no charge to the participant, the toll-free, telephone-based tobacco use cessation Quitline to assist Nevadans over 18 years of age with quitting smoking or using any product that contains tobacco. Protocols used by the vendor for all counseling via phone, web, and text must be based on research showing effectiveness in inducing behavior change and in line with the Center for Disease Control and Prevention’s Telephone Quitlines: A Resource for Development, Implementation, and Evaluation (see Attachment F ), the Community Preventive Services Task Force recommendations (https://www.thecommunityguide.org/topic/tobacco), North American Quitline Consortium (NAQC), and the U.S. Public Health Service’s Clinical Practice Guideline on Treating Tobacco Use and Dependence (http://www.surgeongeneral.gov/tobacco). All protocols require review and approval by the CDPHP. The awarded vendor may recommend to CDPHP any revisions to protocol, to keep pace with research on effective telephone-based tobacco dependence treatment interventions. All services provided by the vendor shall be culturally appropriate and tailored to specific populations.
